Description

 

DEFINITION

Under the general direction of the Town Manager, and working collaboratively with the Superintendent of Schools and the Assistant Superintendent of Finance and Operations, plan, organize, direct and control all aspects of the Division’s operations, inclusive of: Building Maintenance; Long-Range Capital and Facility Planning, Plumbing, Heating and Electric; Energy Management, Town and School Custodial Services, and Facilities Management.

 

ESSENTIAL FUNCTIONS

 

Plan, organize, staff, direct, coordinate and budget the activities of the Facilities Department inclusive of: Building Maintenance, Plumbing, Heating and Electric; Energy Management, Town and School Custodial Services, Capital Improvement Planning,  and Facilities Management of all Town and School buildings.

 

Provide for the cleaning, repair, building maintenance, renovation and replacement of all town and school buildings and equipment; responsible for the work request and work order system; prepare specifications for work to be done under contract; inspect the construction, repair and renovation of work under contract; develop and implement a preventive maintenance program for all buildings; oversee the Town’s fuel depot; oversee the school AHERA program, town and school building security and school integrated pest management program.

 

Oversee the development of the Department’s objectives, plans and goals; conceive and recommend a range of programs/services designed to support objectives and strategic planning initiatives to enhance the provision of quality services.

 

Develop and recommend to the Town Manager major department plans and policies affecting the community and the public. Implement such plans and policies upon approval, assess their effectiveness and recommend modifications as required.

 

Oversee major construction and renovation projects for town and school buildings; assist with the selection of construction contractors and architects; monitor progress for adherence to project time lines and budgets.

 

Prepare plan specifications for various maintenance functions and coordinate and supervise the activities of private contractors.

 

Instruct and make periodic visits to building and public properties to inspect the work of subordinates.

 

Develop and defend a comprehensive five-year capital improvement plan for town and school buildings based on a long-range facility renovation/replacement planning; oversee execution of approved projects; develop and implement a computer tracking system to prioritize maintenance projects; monitor progress; perform cost accounting on project work; and generate detailed written reports.

 

Develop, recommend and defend the Department’s budget requests before the Town Manager and Finance Committee; authorize and expend funds consistent with Town policies and procedures; monitor budgets to ensure compliance within approved levels and take corrective action as required.

 

Oversee all of the Town and School security systems, ensuring coordination of alarm call-backs, weekend security guard duty, activation of employee badges and keys, programming of access control system, N-Grid emergency contacts, security video camera installation, recordings and storage.

 

Oversee town and school custodial staff, ensuring all public buildings are clean and well-maintained.

 

Oversee all aspects of the Town’s Energy Savings Program.

 

Supervise the Department’s staff through subordinates; select, counsel and discipline staff, subject to Town policies and procedures and labor contracts; evaluate staff and recommend changes in status, etc. Participate in the collective bargaining negotiation process and administer the contract.

 

As a Town Department Head, meet with the Town Manager, Department Heads, and School Officials to provide input to Town-wide plans, programs and the coordination of Town services.

 

Perform related duties as required.

 

 

MINIMUM QUALIFICATIONS

 

Skills, Knowledge and Abilities

 

Ability to recognize Town and School-wide priorities and work cooperatively to support their accomplishment as part of the Town Manager’s administrative/management team.

 

Thorough knowledge of the methods, materials and tools/equipment used in the care and maintenance of buildings, including HVAC systems and computerized security systems.

 

Ability to facilitate the development and monitoring of long-range facility plans.

 

Working knowledge of architectural and engineering design in order to review schematic design and construction documents.

 

Considerable knowledge of price trends and grades of quality of building materials and equipment.

 

Working knowledge of building hazards and safety procedures; precautions common to facility maintenance. Working knowledge of State and Town building codes.

 

Ability to conceptualize and implement goals and objectives for the division.

 

Extensive knowledge of M.G.L. Chapter 149 and Chapter 30B; must be MCPPO (Massachusetts Certified Public Purchasing Official) Certified within one year of accepting the appointment.

 

Leadership, planning, management, organizational and supervisory skills.

 

Financial management skills, including a solid foundation in cost accounting.

 

Ability to market programs and ideas; to communicate effectively both verbally and in writing; to establish positive public relations for the Town, department and/or division; and to interact effectively and collaboratively with a wide variety of people.

 

Ability to work with citizen boards in the context of a Town Manager form of government.

 

Must be computer literate; familiar with computer software applications such as word processing, spreadsheets and other applications tailored to specific departmental needs.

 

Education and Experience

 

 

Duties require Bachelor’s degree in Mechanical Engineering or Architecture, or related field; extensive knowledge of building construction, architecture, engineering, and/or  business management/public administration; 7-10 years of progressively responsible experience; or any equivalent combination of education and experience. MBA or MPA with a Massachusetts state license as a Professional Engineer desirable, as well as certification as a Certified Plant Engineer from the Association for Facilities Engineers.  Must obtain MCPPO Certification within one year of appointment.  Must have a valid driver’s license.

 

SUPERVISOR RESPONSIBILITY

Provide direct supervision up to 10 supervisory employees and indirect supervision through Superintendents to up to 80 full-time equivalent staff.

 

 

PHYSICAL ELEMENTS

More than half of time spent in normal office setting. Remainder of time spent visiting building or project sites.

 

Occasional exposure to extremes in temperature, noise and odors when making site visits to various projects.

 

Utilization of computer keyboard, requiring eye-hand coordination and finger dexterity.

 

Involves travel to meetings and other communities.

 

Involves attendance at evening meetings.

 

 

FLSA Status: Exempt

Personal Services Contract, $110,000- $130,000, commensurate with experience
