Bald Hill COMPOSTING FACILITY Monitor
Part Time Temporary position
Department of MUNICIPAL SERVICES
 
 

DEFINITION:

Monitor the operations at the Bald Hill Composting Facility as assigned.  Check all vehicles entering the facility to insure they are Andover residents with approved current permits.  Follow all prescribed procedures and report all violations to management and/or the police as directed.

 

ESSENTIAL FUNCTIONS:

At the beginning of each shift, unlock and open the gate, and properly secure and lock the facility at the end of each day.


Make sure all directional signs are in the appropriate places directing residents to the leaves & grass, brush, compost, wood chips, and other piles.


Inspect the site at the beginning of each shift and remove all trash and litter from the site.


Inspect the site at the beginning of each shift and report all incidents of vandalism and illegal dumping as soon as possible to Paul or Marc (see contact in formation below).


Check each vehicle entering to insure they have a current Bald Hill permit affixed to the windshield and match the registration number on the permit with the vehicle plate number.


Closely monitor all materials entering and being deposited at the site.

 

Do not allow any materials other than leaves, grass clippings, green garden waste, and brush to be dumped.  No plastic bags or other debris will be allowed.


Monitor the processed compost, wood chips, loam/compost, and other piles. 

 

Residents with permits are allowed to take as much compost and wood chips that they can load by hand. 


Residents may be able to purchase a loam/compost mix and other products in the future, but not at this time.


Any vehicle entering that does not have a proper current sticker (permit) attached to the front lower driver windshield should not be allowed to enter the facility. 

 

Refer them to the Plant & Facilities or Water Treatment Plant Offices to purchase a permit.


Any vehicles with unauthorized materials such as plastic bags and/or other debris should not be allowed to enter the facility.


Any problems including persons refusing to comply with the above shall be reported to the Andover Police Department at 978-475-0411 then 0.


Other problems or questions should be referred to Paul Sanborn, the Supt. of Forestry, Parks & Grounds, and Cemetery at 978-360-5266, or Marc Fournier, the Deputy Director of Public Works/Highway Superintendent at 978-806-6563.
 

OTHER DUTIES:

Maintain a shift log of the number of residential vehicles entering the facility and other pertinent information if asked to do so by management. 


Maintain an incident report of all vehicles turned away and/or confrontations, including police calls.  Include vehicle registration, vehicle make and model, and a description and name of persons if known. 
May be asked to provide coverage with short notice in the event another scheduled monitor does not come in.
Perform related duties as required.
 

 

MINIMUM QUALIFICATIONS

 

Skills, Knowledge and Abilities

Ability to follow written and oral instructions.
Possession of a working cell phone that will operate at Bald Hill is preferred for safety reasons.
Must have own vehicle and possess a valid driver’s license.
Must be able to communicate verbally in a clear and concise manner.
Interpersonal skills to effectively interact with and maintain harmonious relationships with other Town employees, contractors, and the general public.
Ability to interface with the public in a courteous and tactful manner.

 
Education and Experience

High school diploma or equivalent preferred.

 

SUPERVISORY RESPONSIBILITY

None         

 

PHYSICAL ELEMENTS
Duties require working outside under varying weather conditions in high heat and or cold and rainy conditions.
Duties require moderate, physical effort to open and close gates and move debris when necessary.
Duties require frequent standing and occasional walking.
Frequent exposure to decaying organic material and vehicle exhaust.
