Definition:

 

Under the general direction of the Deputy Town Manager and the Director of Finance and Budget, perform highly responsible and confidential duties relating to finances, budget and collective bargaining activities which support the discharge of operations for the Office of the Town Manager.

 

Essential Duties:

 

Provide analytical and research support to the Deputy Town Manager and the Director of Finance and Budget in the preparation of the CIP and Annual Operating Budget; research comparable communities and other related financial documents; generate related reports.   

 
Assist with the preparation of the Town’s annual operating and capital budgets.

 
Provide analytical and research support to the Deputy Town Manager and the Director of Finance and Budget in the preparation of management proposals for collective bargaining including researching comparable communities and costing out the impact of proposals on the operating budget.
 

Conduct research in preparation of collective bargaining activities.

 
Provide technical assistance to departments with municipal software applications and web pages; provide assistance with related training.   

 
Serve as backup to the Deputy Town Manager in providing content for the Town’s website.  Draft email alerts and other messages as necessary.

 
Assist with a variety of projects requiring comprehensive knowledge of both municipal financial and accounting activities, including familiarity with the department’s policies and procedures.

 
Provide administrative and technical hands-on support to staff in the Finance and Budget and the Town Manager’s offices, including but not limited to filing and retrieving documents, maintaining labor contracts, vendor contracts, etc; and store and discard files based on record retention requirements.

 
Provide research and prepare responses for public records requests.

 
Perform a variety of related duties as assigned.

 
Minimum Qualifications:

 

Skills, Knowledge and Abilities

 

Extensive knowledge of municipal government including finance and budgetary functions, departmental operations, and federal, state and local laws

 
Demonstrated ability to prepare capital and operating budgets, spreadsheets and financial reports

 
Excellent communication skills; ability to effectively and persuasively communicate issues orally and in writing to diverse audiences

 
Must be able to work independently and make thoughtful decisions that reflect the Town’s vision, mission and values

 
Strong organizational and analytical skills

 
 Proficiency in Microsoft Office and ability to learn customized software.

None

 

Education and Experience:

 

Bachelor’s degree in public administration and three (3) years of experience in municipal management or any equivalent combination of education and experience.  Candidate must have a valid Massachusetts driver’s license.
 

Physical Elements:

 

Normal office environment, not subject to extremes in noise, temperature, odor, etc.
May experience frequent interruptions to assist customers in the office or on the telephone.
May spend periods of time at a terminal or on the phone.
Regular lifting as in carrying files, documents, records, etc.
May require bending/twisting while filing
May be required to attend evening meetings

 

Salary:
Mid 60's, commensurate with educational experience.

 

FLSA Status: Non-Exempt
